Hempstead, Texas is the County seat of Waller County. It was named after Dr. G.S.B. Hempstead of Portsmouth, Ohio, who was the brother - in - law of Dr. R.R. Peebles. The property was originally a part of the Groce holdings. After the death of Mr. Groce his widow married Dr. Peebles and they sold the land for the Hempstead plot for $10.00 per acre. Hempstead filed a petition to be an incorporated town in 1858 after the success of the railroad assured its position as a thriving town.
